Also the problem right now is that it's centered based on the whole broswer, but it only needs to be centered horizontally, not vertically. The top edge of the picture needs to be at the top edge of the browser at all times.

I changed it to #d9d9d9, but imo it looks better as #e4e4e4. Your call, obviously.
 
Confused to the point you are making here. Do you want the background to scroll with the board, so you can always see the sportzin.com (which it currently does), or do you want it only at the top of the page?

I'd like it to be fixed to the top of the page. Not only would the banners blend in perfectly with the white, but it also looks better on a bigger screen.

If you look at the old Buzzy skin I'm pretty sure that's the way how the background image is positioned. Centered horizontally with a black color.
 
 
Now what I need to do is make the background actually flow into the background color.

Some text on the page blends in to much for the new skin. Example would be the "User(s) are reading this topic", "Members online today", etc.. Most of the text in the "Users Online" page blends in too
