I need to know if anyone can recreate this:

If have no idea where the PSD for it is. It seems pretty simple. Just some sort of dotted layer above the logo. If you can recreate it, or at least come close, please do so with the new Astros logo:

Dimensions are 40x40. Were used in the past for the MLB Sim League.

If I had photoshop on my computer I would attempt it myself because it seems like a very basic image.

I didnt know if the black border was supposed to be black because they are all black, or if it goes with the color scheme.
