I'm not sure there is much truth in that.

Lillard isn't James Harden defensively, he actually displays a lot of effort on the defensive end. He's just not very good at it.

Wall used to be a bad defender too to be quite honest, but that was more about effort

Well, at this point he's probably just learning how to play defense. 
 
Defense is pretty much all upstairs. If you aren't chasing a shooter, you can limit your movement and just maintain good position until you're defending the ball handler. 

I mean, even when guys like TA are guarding Durant...when Kevin doesn't have the ball, Tony sags way the fuck off. It's all about maintaining position.
