Hmm. Not bad. I'd like to see the terms before I get too excited.

He's coming off a season where he saw an increase in his walk rate, a decrease in his strikeout rate, a decrease in his velocity, and the worst hits per 9 IP of his career

And he's switching to the AL.

it's a lot of money

He was also coming off a career year in 2014. If you take out 2014 here's what his stats look like:

K/9:

2011: 6.92
2012: 7.04
2013: 6.79
2015: 7.32

BB/9:

2011: 1.73
2012: 1.98
2013: 1.69
2015: 1.74

HR/9:

2011: 0.67
2012: 0.83
2013: 0.80
2015: 1.07

So, his K/9 and BB/9 were pretty much the same as previous years (outside of 2014 which was by far his best year)

I think 5 years might be a little steep, but it's not that bad of a contract.

Pitching contracts are bloated nowadays, its kind of the norm based on the shift in play.

I think its neutral, not great but also not terrible. Although he better produce as a #2 to justify it.
