I really wish they would have gotten Cousins' deal ironed out before Luck's.

I've always thought of Luck as a more mobile Stafford.

They had no leverage though. The Colts have missed the playoffs when their starter got injured, and have made it every year when they haven't, dating back twenty years. Andrew Luck is incredibly overrated but he's well above the average starting quarterback. Not paying him means purgatory of not making the playoffs

Luck's value goes well beyond what you see on the stat sheet.  So many casual fans take a peek at his interception totals and quaterback rating and wonder where all the hype comes from.  Anyone that actually watches Luck take control of an offense can see why he's so valuable.
 
Luck has been asked to do more than almost any QB in the league since his rookie year, and he has by far the most responsibility among all of the young QBs in the game.  He came in day one and was asked to run the Colts offense at the most proficient level possible.  Everything from protection assignments, audibles, and complex progression reads.  They didn't ease him in by holding his hand and watering down the playbook while he went through his growing pains.  They gave him the keys to the offense and let him work from day one.  He understands the game at a level most 15 year vets can't even grasp.  
 
He just hasn't had a much to work with on offense.

Agreed. And I dont care how good your QB is, you have to have talent around them. Their drafting and free agent signings the last few years have been beyond horrible. That said, I wouldnt be surprised to see them win the division, but I wouldnt be surprised to see the Texans win the division again either. The Texans have more talent on their roster from top to bottom than the Colts do. But the Colts have Luck, and he's pretty darn good himself. 
 
This is the going rate for upper echelon QB's. The Texans are proof that you can only go so far without a great QB. The Colts had to make this deal, even if it does hamstring them financially
