Is the crew chief gonna hop the fence and be able to pinpoint which fan threw it? Call a forensics lab to analyze the trajectory of the beer throw? 
 
If an usher/security guard saw it or a fan ratted someone out, then they'd get thrown out. Again, nothing an ump can do there.
