Some people favor CP3/Deron, others favor D-Rose.

Really depends on the need of the team. D-Rose is perfect for a team like the Bulls that need a #1 option. The Bulls probably aren't as good a team with CP3/Deron. Does that make Rose a better player? I don't know...

CP3/Deron are/were great in New Orleans/Utah, because those teams fit them well. They were able to run the offense, and weren't responsible for doing everything on the offensive end (referring to scoring).
