Adding Borders above sig

Like I ahve the BG as the last layer. I always add a stroke to that layer, and it comes out behing the sig, how do I get it so it is on top of the sig?

Do you set the stroke on center or inside? If it is on outside, you won't see it.

Create a new layer select>all, then put on a stroke.
