i already raised this concern before and it was fixed but it happened again like a week ago. i cant view signatures again. mine or the others.

Your profile had it turned off, not sure why that happened. 
 
I turned it back on. If you continue to have problems let me know.

Is that a setting that I can just turn back on or no?

The only place i know of is in the Ignore settings page. There's a box at the top that should be unchecked. Says something like "Ignore all signatures when reading topics and private messages". If there's another setting I have no idea where it is.
