Kipnis. He hits for more power than Pedroia, steals more bases. They're both pretty equal at getting on base and hitting for average.

Even with Pedroias significantly better fielding, Kipnis' WAR is still slightly better because he contributes more at the plate and on the base paths

Pedroia's had a down year power wise. Even average has dropped recently.
 
In the past he's been good for 15+.
 
His fielding more than makes up for it. And the WAR difference is only .1. Baseball reference even has Pedroia's WAR higher.
