I have no problem with major league teams calling up their entire 40-man roster in September, but why not limit the "active" roster to 27 or 28 players.  The biggest problem is that those games are the most important games of the season and to allow teams to have 15 bullpen arms (an overstatement, but you get the idea) is unfair.  The entire roster can travel with the team, but the manager has to declare which players are active for any given game.
Thoughts?

Its an interesting idea but I don't see what the benefit would be.

Keep in mind most of the time teams don't use those extra players if they're in a playoff race. Too much inexperience. They might use one or two flamethrowers out of the bullpen or young players if it's a blowout.

But otherwise I don't see there being a disadvantage to having all of them active.

I dont think itd make much of a difference. Teams would simply deactivate starting pitchers who they knew wouldnt pitch that day. Bullpen usage would stay the same.
