Right now, its Ryan Mallet, due to his exceptional armstrength and knowledge of Bill O'Brien's offense.

brian hoyer did decent in cleveland and i do believe if he stays healthy he can be good

Mallet and Hoyer are awful, and Mariota as a rookie is likely to struggle, but I'm not sure what Bortles will look like this year. I'll go out on a limb and say Mariota.
